[AccessD] enable code builder

I disabled the Code Builder dialog eons ago -- the intermediate dialog that
opens after clicking the Builder button to the right of event fields. With
it disabled, clicking the Builder button goes right to the module. 
 
How do I enable it? 
 
Thougth it should be a simple setting somewhere, but I can't find it.
