[AccessD] Access 2003 Runtime license - global rights

Does an Access 2003 runtime license includes global rights of deployment?
My major client has facilities in Scotland and elsewhere and I need to
know if my runtime license covers usage outside of North America. I didn't
see any reference to locale.

Also, are there any issues with using North American Access with Great
Britain Windows XP Pro?
