He is correct. The Sagekey scripts are expensive, but well, well worth it. Barry at Sagekey has done the homework that MS failed to do. You could script it yourself, but you'll spend more time in the long run doing what is already done for you. SageKey makes scripts for both InstallShield and Wise, for each version of Access.
