[AccessD] Design View Increment

Dear List:

I use the control and arrow keys to move controls around on forms and reports because of the fine control your get that way.  In Access 2000 the increment (ctrl-Up Arrow, for instance) was very small. I recently moved to Access 2003 and the increment is very large.  I tries increasing the Grid X Grid Y values but it didn't help.  

Is there a setting that controls the increment?
