Are you sure that's the only thing going on at that time? Background applications can cause this behavior as well. For example, I use Junk-Out, and when Outlook is running, I notice occasional pauses in other applications when it is filtering. That said, I do notice the occasional "coffee break" in Access XP, although nothing like you are describing.
