I agree 100% and go one step further: enforce them in the Back End not the
Front End, and enforce RI wherever you can. Don't quit until you nuke all
the rows in all the tables that prevent 100% enforcement of RI.

Absolutely should.  If a relationship exists, and you care about referential
integrity, the database engine should enforce it where possible.
