The developer tools for Access 2003 are part of the Visual Studio Tools
for Microsoft Office (VSTO).  That is an add-on to Visual studio and can
be purchased as a freestanding product at a hefty price.  If you have
the Action Pack, you should already have VSTO and therefore the runtime
files and license.

I haven't received my action pack subscription yet.  Are you saying that

there is a developers edition for Access included?
