[AccessD] Access Install Package - Message

You need admin permissions to install software on WinNT and above.

I have created an Access 2003 distributed package with runtime.  In
testing out the .msi, I get the following message:

In order to install (application name), you must either be an
administrator or have this installation package approved by an
administrator.  Contact your administrator for more information.

I am running Windows XP.  Will all users running windows XP have this
problem?  Is there a way to circumvent this?  I think it is a windows XP
security setting (blahh!).  I don't want to send this to China and try
to explain a way around it.
