[AccessD] WORKGROUP FILES

Can you create the new database in the same folder as the original one
that you can't open?   That would prove you have file create access
there that you and yoru users need to have in order to create the ldb
file?  I know you said you could create a new blank DB with the user
account but is it in the same network location?  Perhaps they removed
some update ability for your user level accounts.
