Have you tried running this on its own: 

  qryInmatesBinNumberUpdate

and this in a new query:

  SELECT SID FROM qryInmatesBinNumberUpdate WHERE Row = '0'

or should it be:

  SELECT SID FROM qryInmatesBinNumberUpdate WHERE Row = 0
