[AccessD] Custon Toolbar Question

I have created 2 custom toolbars in a database. I want to use different
ones on different forms. In the property sheet for the form I set the
toolbar to either custom1 or custom2. When I open the form both toolbars
show on any form. What am I doing wrong? Thanks
