[AccessD] WAY OT: Start a REG file form a batch file

If you look in Explorer-Tools-Folder Options-File Types, select 
Reg and click on Advanced, then click on Merge followed by Edit, you should 
see something like
<quote>regedit.exe "%1"</quote>

If it is that, then you're second version should work.
