You are looking for the Empower program. You have to be a Partner first to
subscribe to this program.  MS makes it hard to find so I just Google it to
get to the correct page.

I have been an action pack subscriber for a couple of years.  However I
would like to get the dev stuff.  Awhile back there was a discussion about a
two year arrangement with Microsoft where you could get the MSDN
subscription for free, in return for promising to develop an end user system
using MS technologies.  Is this still available, and does anyone have a link
to take me there?  All I can find is the action pack.
