Jet SP levels is what I have found causes these errors.

I had this error once because I had Jet SP6 and the users workstations
had Jet SP3. Once I upgraded the workstations to Jet SP6 the error
went away.

MS has a tool, MDAC Utility: Component Checker, to see what versions
and SP level the install is at.
