[AccessD] Allow Edits

If the person who logged in selects their own name then editing their own
information is OK.  Otherwise, they can look at anyone else's but not change
it.

(BTW, legacy application - I wouldn't have done it this way.)

Problem is that the combo box isn't editable so after a name is chosen which
is NOT the current user and AllowEdits is set to  False, they can't choose
another record.  The combo box won't update.
 
========If you're inhibiting edits, why would you want to allow one?
