[AccessD] Third conference?

I think the proposed rules requiring passports for return from Mexico, 
Canada, and the Caribbean have been put on hold.  Largely due to the 
increased demand for passports, which the "system" was unable to handle. 
Seem to me there was a piece in the paper not too long ago.
