So, all the expressions work for you correctly? How odd. What build are you
using -- maybe they corrected it. However, I found the same problem in 2007
-- can someone check 2007 for me?
I ran a compact and repair and it didn't correct the problem.

No discrepancy was encountered in Access 2003 installation at my end,
while applying the conditional formatting mentioned by you.
Do you wish your report to be investigated further ?
