I got pointed to this on an another list by Bill Mosca.

It could be a replacement for the loss of User Level Security in Access
2007, It shows how to go about limiting permissions in the new accdb
file format to forms and data.
The method called vPPC - Virtual Password Protected Connection involves
a mid-tier accdb.
There are also two sample 2003 and 2007 databases.
