Here's my completely low-tech, fail-safe solution:

Restrict a form's query to return only one record, and all mouse scroll 
wheel problems disappear!

This requires two forms: a parent form which views and searches records, 
and a child form that edits only the record chosen.

If your app is amenable to this approach, this could be the quickest fix 
for you.
