Yes if you download their SDK you can populate PDF forms with data and save the data as an FDF file. I used this approach 5 years ago for an insurance company application. I had an Access app for the field reps that downloaded their survey data (work they needed to get done) and opened fillable PDF forms. The data they filled in was saved as FDF files on their local drive and emailed to the home office as well as well as FTPed to the home office ftp server.
