Hi Tony:

Why not use Visual Studio Express edition from MS:
http://www.microsoft.com/express/download/. You can build very simple web
sites using the product (standard HTML, basic CSS and JavaScript) and if
want to get fancy, the sky's the limit.

Not what I would call the easy part.  Doesn't matter how good the 
content is, if the design is not visually appealing the site "sucks".
