Hey, I didn't build Access you know! ;)

#4 is really your best shot to reach your goal.  It's theoretical
though.  You'd have to go about it by using SetWindowsHookEx from
another program.  

Let me know if you'd like me to look into it. Otherwise #1 is the
easiest to do.
