In reading this thread I thought..."I know I have done this in Access
before"...but could not remember where or how...
 
Well, not exactly...turns out I was remembering doing this with a Chart
Title.  Chart Titles can be controlled and oriented just as you have
described.
 
Not saying its a pretty solution...but in a pinch...you can create a
chart...orient your title...delete all other objects...then delete the data
from the datasheet...on the form change the chart object's size mode to
clip...and voila...you have a vertical text box from bottom to top.  You may
have to play with the Chart Title Font...and the Chart Font...also turn off
"Auto Scale" in both chart font...and chart title font.
 
As I said...not pretty...but printed and on-screen...can't tell the
difference.
 
Now...if someone can tell me how to get the Chart title off the chart...and
on the report...that would be cool.
