In XL2007, custom command bars from earlier XL Versions work without error, although they are all stored under the "Addin" Tab on the ribbon.  Once the users know they are there they seem to have no problem using them.  It maybe possible to move them to their own tab(?) but I have not played around with the ribbon in any meaningful way yet.

Naturally your milage may vary with Access 2007, although I would hope they work similar.

Good point about the ribbon vs. command bars. I will do some research into
