It certainly does. You just have to write proper code that acknowledges and
handles internationalization. One of the most stupid ways to violate this
basic principle is to convert numbers to strings and then start manipulating
these as if they still were numbers. The trap is that it may work in your
environment while it is doomed to fail at once when moved to a foreign
environment.

I wonder why Windows is not taking care of the comma/period problem if you
have the , as the decimal point in the regional setting? Can you modify the
source of ashish formula to get the numbers into the formula correctly?
