[AccessD] simple piece of month-naming code

Doing it in code utilizes Window's to display the names in the 'regions'
language (that the computer is set too)

Since it's just a combo with month names (and they very rarely, if ever,
change), why not just hard code the Value List into the Row Source of
the
combo box?
