But you can install a PDF printer and capture a document in that.  It
could be editable depending on how it was created.

Yes, make the report a Word document.  Use SendTo (IIRC) and select the
RTF as the document type. 
Or use automation to open Word and create the document.

As for actual Access reports the ONLY thing that can view them is the
snapshot viewer and then it is not editable.
