In my experience, it means the spreadsheet is already open. When this occurs I have found there is a ghost instance of Excel still open with the Spreadsheet tied to the ghost. Close all instances of Excel, then open task manager and see if an instance of Excel is still running. If it is, end the process, close Access and start over. Sometimes, I have had to shell out to kill app to prevent this from happening.
