If you are talking about a fixed, identified, relatively small number of 
users, you can have them use the application remotely, via Terminal 
Services, or something like http://www.thinsoftinc.com/index.aspx which I 
have used successfully a few times.

Another alternative is to wait for Access 2010 and use the new web 
application functionality.
