[AccessD] Access 2007 Form Design Question

I just came across it last week.  I still can't figure out why that is the default.  I'm assuming (hoping) there is a way to turn that default setting off.

Having just read (and not absorbed) this, I ran into this exact thing in class today.  I was helping someone I am mentoring to quickly build an Access database, and so I went to do a report.  What a PITA.  COMPLETELY unable to just move things around as I want.
