[AccessD] Odd Mouse Behavior

Dear List:
 
I have some very odd mouse behavior on only one application.  This is A2K3
and in design view, whatever I do with the mouse doesn't show up on the
screen until I click the mouse again.  For example, if I want to select a
handle on a command button, instead of the cursor turning to the double
headed arrow when I mouse over the handle, I have to position it there and
then left click again.
 
This is very odd.  Any ideas?
