I have just got purchased here a "toy" for my kid as the following:

Huawei Ideos S7 Slim Qualcomm 1.0

It costs about USD330 here.

I believe prices will drop under USD100 in a couple of years for such "power toys".
That or something like that would be true OLPC very soon I hope.
