[AccessD] uncompactable bloat

For awhile the Access 2002 database container had a bug where if it bloated, compact would not 
shrink it back down.  We (the community) stayed with the Access 2000 container forever as a result. 
  I'm trying to discover whether that was fixed and if so where and when.
