Icon files support multiple images of different sizes.  Starting with Vista  
png format is supported.  Wikipedia has a decent article.

Converting the initial image won't change the final size. Icons are  
essentially .bmps.  They're 
probably saved as 32bit colour.  Can you change then to 256 colour?
