ImageMagik?

An example from: http://www.imagemagick.org/Usage/crop/#crop
convert rose: -crop 40x30+10+10  +repage  repage.gif

Note, you don't need the full ImageMagik installation on a target machine to
do this sort of 
image manipulation.  You just need two files of its files - convert.exe and
vcomp100.dll.
