Yeah, I do the same thing as well.  If they have been a good long term client, I cut them a lot of slack on the billing.

I don't lower my rate for any reason.  I have increased my rate for difficult clients or for those that I have had trouble with in the past.
Those clients that I really enjoy working with, are non-profit or that I know can't afford a lot - I have just charged less hours.
