It is free so you will use it for development and eventually use the rest of
Microsoft tools. Also MS is using Google's burnt earth policy of creating
free applications that effectively eliminate competition in their area of
focus.

It is also a very smart long term business plan; don't go for the quick buck
but go for long-term customer commitment and loyalty which will net far more
in five to ten years. How much better way to attract more developers?

That's my guess.

I will definitely be looking closer at this product so their plan is
working.
