MS LightSwitch? Creates HTML 5 and Java script apps that run on any os.
Would depend on what your objectives are, but hosting can be cheap.

Depends on your target.  

Android only, I'd go with B4A.  

Android and iDevice, something else, don't know enough about the current
Alpha to determine if it is a suitable choice for a non-data based app on
both OSs.
