[AccessD] Another normalization question

I hadn't thought of that -- it might be the simplest route. However, right
now, the interface is connecting phones to institutions, but, there's no
reason why I can't add the functionality to the contact form -- in fact,
that's sounding pretty good right now.

What's wrong with having numbers at both levels ?
In addition it might be helpful to have a "personal phone" indicator for the
contacts to identify the office phones from those held by the contact.
