For what it's worth, I found this and tried it (MS Access 2010  32/  Win 10.

Try a variation of:
Sub test()
Dim s As Object
Set s = CreateObject("SAPI.SpVoice")
s.Speak "Greetings. How are you?"
Set s = Nothing
End Sub
