Yes, but as I said Microsoft is just starting to move forward. 

Xamarin is a MIT licensed, open source SDK, recently purchased(?) by MS, this February, as a matter of fact. And AngularJS is an OS product created and borrowed from Google. Then there is Microsoft's recent Linux bash shell (Canonical). Then there is the Microsoft and Canonical collaboration that created the Linux based Azure Cloud product. All these and many more products are all very recent events. 

Not that I am complaining of course as all of this will make Microsoft a player in the market again. OTOH, I would hardly give credit to Microsoft, other than to say they finally embrace technology, tech that in some cases, has been perfected for a decade or more by other developers. Being a "born-again Christian", is not a bad thing and all I can say is why did it take so long and no, Microsoft did not create "Christianity". ;-)

In summary, all this new technology has been around for years so in many cases, even though it is a challenge to Microsoft purists, it is old hat to many full-spectrum developers. If you are a Linux Guru, Microsoft is hiring.

Jim,

Not sure what your definition of a web app is but MS seems to be playing
pretty well in this environment for the Visual studio community; see Xamarin
for developing smart phone apps for Android and IOS, MVC with Angular or
React for single page apps. If you use real tools you can pretty much do
anything you want. You do have to make an investment in learning, but that
is part of paying your dues.

Right now there is thousands or more accurately tens of thousands of web
apps and hundreds more being created each day. In Vancouver, alone, there
are over 5.5K companies developing web applications but they are not
Microsoft developers.

Microsoft is just starting to build a system that can create a viable web
app but they are many years behind. MS produced great desktop applications,
maybe the best, but that is not the new economy.

Actually... 

If the 365 sub with SharePoint catches on, I can see Access web apps being
very useful. I'm already planning my next Salato app. 

As MS moves toward more mobile app support and collecting data in the field,
I can see Access Web apps filling a collection and viewing niche.  And, it's
certainly easier to use -- a few hours and you've working. That's a long way
from Access desktop. I realize there are other technologies, but Access Web
apps is easy. 

I don't think MS is doing a good job on pr.

 You will find the number of people using web apps to be very few and far
between.

 Microsoft has been taking a stab at web apps since 2007.  2010 was a
refinement of 2007.

 2013 was a complete reboot of the whole thing.  Since 2013, I know of
exactly four  developers that have taken a shot at them and that includes
you<g>.

 To my knowledge, there still remains only one web based Access app in the
windows store.
