[AccessD] Windows 10 Downloads - Notify for download hack - only slightly OT

In most corporations you (1) cannot hack your registry and (2) the
Infrastructure team is going to push updates along when they feel like it
anyway. But it might help me at home. As If I am going to move to Win10 any
time soon, with Win7 still supported for a little while. And by that time,
MS might find a way to neutralize this hack.
