[AccessD] Are MS KB patches cumulative?

That off by 1 is a hot fix, but the other (second link) is just a normal
patch released to WU which you'd hope contains the hotfix by now.  So I
went from Access 2013 SP1 to KB3118349 (15.0.4569.1506 direct to
15.0.4893.1000)
in this case.
