Interesting little challenge, that didn't take nearly as long as I expected.
Check out:

Access database containing all 33,000+ US Zip codes from the link I posted
earlier.

Select ZIP  code from combobox. Enter maximum distance in text box, click
button.


17 seconds?    It takes this application about 1 second to find and  display
all  ZIPs within x 
miles of the selected ZIP..
