Do you have a second PC you could try the monitor on?  If it doesn't work on the second PC then you've probably narrowed down the cause to the monitor.

Maybe worth eliminating Windows as the cause 

See if you can get t he system to show BIOS details, or boot from a restore DVD
or booting windows setup CD DVD -
Definitely NOT to actually do an install, just to see if the screen will work in
that basic a mode.

I plug it into the graphics card dvi, using a vga to dvi adaptor, same as
the monitor that works, will see what another search comes up with, thank
you.
