[AccessD] Set to offline help

Oh, well my reason for going on-line is to get away from MS.  I google my
question and get an answer - sometimes it's from MS but if it doesn't work
I have a dozen other sources to ask.  I was driven away from MS's Access
local help, because more often than not, it didn't. Help, that is.
