It's just not a really powerful setup. The apps I use don't require it so I don't spend the money for power I just don't need. The only app that slows down is Microsoft Power BI, but I can tolerate. Once it launches, it's as fast as anything else.
I've already decided that the next time I'm going to upgrade a bit and just pay the big bucks. I don't need more processing power really, but I would like this to boot and render faster -- well, okay, I guess that’s process power, but what I mean is I don't need super powerful processing because I only use Microsoft 365 and Power BI.

Susan, what is the cold boot bottleneck? My computer boots pretty fast but it is very modern with tons of high speed cores and tons of memory. BTW for those who missed it, PrimoCache!!!

My computer has SSDs and it even triples the speed of my SSDs. YES, you heard right, triples the speed. So if one of your bottlenecks is a slow disk... check it out.
I encrypt my entire C: partition using veracrypt. In my case that is a bottleneck, but mostly in the initial boot phase. It stops to ask my password, then does its decryption magic, ending up at the Windows login screen. After that the decryption doesn't have much impact.
