Hi Susan,

I found this video course on tracking changes.

There are five short videos.  In the last one, there is information 
about locking tracking on so that changes cannot be accepted or rejected 
and tracking cannot be turned off.  It is password-protected.  Perhaps 
this technique will assist your reader.
