[dba-SQLServer] Setting permissions in SQL Server 7

Hello,

Is there a way to tell SQL Server 7 that a user has access to all stored
procedures without have to open each SP and clicking on the permissions
button?
Also, it would be nice if a user automatically got the correct permissions
to any new SP.
