The take-away to this article from SSWUG is amusing:

The query performance of the database is an important part of database
development. There are some simple features you can use to increase the
response time. Discussed here are the use of indexes, stored procedures and
triggers.

One normally doesn't wish to increase the response time, unless the CPU and
disk are simply too quick for the user to handle.
